The man found guilty of reckless driving in the 2007 death of a Spanaway teen in an illegal street race was ordered to serve 30 days in jail.
In addition, Richard Allen Frazer must spend another 30 days telling others of the dangers of street racing.
“If you really are sorry, you need to take some steps to let other people know about the danger of street races,” Pierce County Superior Court Judge Frank E. Cuthbertson said during Monday’s sentencing.
Frazer, 22, was initially charged with vehicular homicide for his role in a street race Oct. 15, 2007. According to court records, 19-year-old Cameron Harbin made eye contact with Frazer on 128th Street East near Canyon Road. The two raced, Harbin lost control and veered into the ditch. His car flipped multiple times and crashed through trees.
Prosecutors lowered the charge to reckless driving because of a lack of evidence and strong witnesses.
“I would just like to apologize to the court for my actions,” Frazer said before being sentenced. “I just want to put this matter behind me and look toward the future.”
During the hearing, two members of Harbin’s family spoke out against the decision to lower the charges and the loss they experienced.
“(Cameron) brought joy and love to all of our lives,” his mother Kelly Vick said. “I could not have asked for a more wonderful child.
“My son paid the ultimate price for his participation, his life. For your participation, you are getting a ticket and 30 days in jail,” she said to Frazer.
Cuthbertson said Frazer’s lack of a criminal history – including no traffic tickets – and the fact that he has a job were factors in the sentencing. He acknowledged that wouldn’t bring much comfort to Harbin’s family, but it is what fit in this case, he said.
“I wish we could do more to comfort these two families,” he said. “But we can’t.”
