King County Executive Kurt Triplett declared a pre-emptive emergency to prepare for expected flooding in the Green River valley, a move that will make it easier for the county to request federal help.
The Corps of Engineers said a heavy winter rain could cause flooding in Auburn, Kent and Tukwila because the Howard Hanson dam near Enumclaw is weak and can’t hold a full reservoir.
