  • Growth management board upholds city's Fairhaven plan

BELLINGHAM - The Western Washington Growth Management Hearings Board has upheld the city's Fairhaven Neighborhood and Urban Village plan, rejecting a challenge from Eclipse Bookstore owner David Carlsen.

Carlsen contended that the plan, approved by the City Council in August 2012, did not do enough to provide adequate parking in the area.

"The board found that publicly-financed parking facilities are not a Growth Management Act requirement and the city had analyzed and addressed transportation and parking needs in Fairhaven," the board ruled. "The city adopted a new plan and development regulations to meet the needs of a growing population and parking demands."
