A planned European Union law to punish companies that do not give women 40 percent of their corporate board seats has drawn enough opposition from Britain and other countries that it risks being blocked before it is officially proposed.
Nine EU countries have signed a letter to the European Commission, the EU executive agency, opposing the proposed law, which is due to be published in draft form next month. The signatories argue that although barriers to success for women in EU companies were “unacceptable,” national governments should determine what if any sanctions should be applied.
