Tennessee Titans quarterback Jake Locker will miss his second straight game with a left shoulder injury.
Locker suffered the injury in the first quarter of a 38-14 loss to the Houston Texans on Sept. 30 when he was hit by Houston's Glover Quin.
Backup quarterback Matt Hasselbeck will make his second straight start in place of Locker.
Hasselbeck completed 26-of-43 passes for 200 yards with a touchdown and an interception in a 30-7 loss to the Minnesota Vikings last Sunday.
Wide receiver Kenny Britt is listed as probable for Thursday's contest against the Pittsburgh Steelers with an ankle injury. He missed practice on Monday, but was a full participant in Tuesday's and Wednesday's sessions.
Cornerback Ryan Mouton (knee) and defensive back Alterraun Verner (thigh) are also listed as probable, while tackle Mike Otto (knee) and running back Javon Ringer (knee) have been ruled out for Thursday.
Safety Jordan Babineaux (knee), linebackers Patrick Bailey (hand) and Colin McCarthy (ankle), and defensive end Scott Solomon (hamstring) are listed as questionable for the contest.
