End of season records keep coming up

As the new year approaches, it's time to assemble the documents and details necessary to make obligatory reports of hunting and certain fishing activities.

Both Puget Sound personal-use crabbers and most hunters will have to submit first, but at the end of January waterfowlers also will have to tell the piper what they did or did not bag in the fall months.

In these matters for hunters there's a carrot, but crabbers will want to avoid the stick.

BEFORE AND AFTER THE PAGE TURNS

Some opportunity remains for razor clammers and crabbers.

The final coastal beach razor clam dig of 2012 has been green-lighted by state health officials and shellfish managers have unveiled 2013's winter razor openings list.

Local crabbers have a straight through (every day) option from now to the end of the year to close out the 2012 fall winter season with all gear due to be pulled no later than sundown New Year's Eve.

At least one new regulation governing Columbia River personal-use anglers takes effect New Year's Day.

And there most certainly will be more changes in store as Washington and Oregon fisheries management panels seek to synchronize their states policies and rules concerning personal-use and commercial exploitation of the big rivers major fish runs.

  • Halibut managers giveth and taketh away

    Puget Sound personal-use halibut anglers didn't know it then, but they caught a few of their 2013 fish when they jigged up flatties in May 2012.

    Under the watchful eyes of the bilateral International Pacific Halibut Commission, which sets harvest allocations intended to conserve these fish, exceeding their catch quotas isn't acceptable.

    That's why there will be a shorter season (fewer days) to fish these delectable bottomfish when the coming sport opportunity starts May 2 in inside waters.

  • Field seasons wane, reporting periods come on

    As of New Year's Day, anyone who took out a 2012 Puget Sound winter Dungeness crab catch record card must start reporting their activity - or lack of it - as well as all Dungeness crab taken home.

    The deadline to file these reports is Friday, Feb. 1. Card carriers who don't file will pay a $10 penalty to obtain a 2013 Puget Sound crab endorsement, which allows legal crabbing in inland waters.

    The period to file for is Tuesday, Sept. 4, to Monday, Dec. 31. If you failed to file a report for the period prior to Labor Day, it's too late.

  • The Okanogan for opening day is a possibility

    Washington State Department of Transportation specialists out of the Methow Valley and Stevens Pass on their annual recon of the North Cascades Highway, Tuesday, March 5, found the accumulated winter at virtually all checkpoints (avalanche chutes and the passes) along the route less than last year by several feet of piled-up depth.

    They conclude somewhat optimistically that their efforts to remove the snowpack burden from the right of way and get it reopened for spring traffic might take less time and perhaps, just perhaps, first-day eastbound motorists could be eating cinnamon buns (courtesy of Clark's Eatery at Marblemount) at Happy Flats before May Day.

    The WSDOT public information office hastens to add that maintenance crews aren't making any predictions or guarantees for the opening day of 2013 fishing season (Saturday, April 27) just yet, so please don't ask. Snow removal is slated to begin, avalanche conditions willing, Monday, March 25.

  • It's indoor show time for outdoors pursuits

    Winter months are normally the time of year when purveyors of outdoors vehicles, gear, guided trips and accommodations bring their wares and offerings into warm indoor environs of regional trade shows.

    The Seattle's winter boating extravaganza often leads off the schedule during the last part of January with other events including one in Puyallup generally following in February and early March.

  • Black bear, turkey spring hunts start Monday

    The first of 2013-14's hunting seasons unfold this month.

    Already underway are spring black bear permit-only pursuits in six Northeast Washington areas. Most spring bear limited-entry hunts in southeast and western Washington areas start Monday, April 15.

    Also kicking off this year's personal use harvests are spring general hunts for wild turkeys. The season's three-bird bounty typically attracts a significant amount of interest.
