House committee OKs bill for conduit projects

The House Energy and Commerce Committee has unanimously approved a bill to promote development of small hydropower and conduit projects.

It was written by Reps. Cathy McMorris Rodgers, R-Wash., and Diana DeGette,D-Colo.

Conduit projects fit existing man-made structures, such as canals, with electric generating equipment. The legislation also would direct the Federal Energy Regulatory Commission to study the feasibility of a streamlined two-year permitting process.

The legislation next will be considered by the full House, where it unanimously passed last year. However, the bill did not come up for a vote before the end of the session.

    The Senate Energy and Natural Resources Committee will hear hydropower bills April 23, according to staff of Sen. Maria Cantwell, D-Wash.

    The next step would be consideration by the full Senate.

    The bill was introduced by Sens. Maria Cantwell, D-Wash., and Lamar Alexander, R-Tenn., with the support of Sen. Patty Murray, D-Wash.

  • State House OKs bill for hydroelectricty in canals

    Legislation to allow hydroelectric projects in irrigation canals has passed the Washington State House of Representatives.

    The bill, sponsored, by Rep. Larry Haler, R-Richland, allows power generated by these projects to qualify as renewable energy under the state's Energy Independence Act created by Initiative 937. The act requires utilities to buy increasing percentages of electric power from certain types of renewable energy projects.

    Farmers, ranchers and orchardists can recover some of the cost of pumping irrigation water and can receive renewable energy credits they can sell, Haler said.
