Lecy-Davis was among seven applicants to apply to the seat vacated Dec. 31 by Councilman-turned-state Rep. Jake Fey. During her appointment interview in January, she told council member she would run for the seat whether she won appointment or not. The council ultimately selected lobbyist Robert Thoms to fill out the remaining year left of Fey’s second council term.

Two days after being selected, Thoms filed his candidate’s registration to run for the seat when it comes up for election later this year. Lecy-Davis is the first candidate to emerge so far to challenge him.
