Port of Kennewick to discuss report on Vista Field today

A report on Vista Field's future will be among the topics discussed by the Port of Kennewick today at 2 p.m. in the commission chambers at 350 Clover Island Drive.

The report, released Friday, incorporates the public comments the port received on the airfield's future and an environmental impact statement. It's available for download at portofkennewick.org/airport.

It still gives a list of three options for Vista Field: enhance the current facilities, redevelop the land for other uses, or make no changes.

The meeting agenda includes a resolution to accept the report's conclusions and refer the matter for "future consideration," including the potential for a public hearing.

Executive Director Tim Arntzen told the Herald the port's next step likely would be determining how to make a decision -- either a vote of the board or an advisory vote by the port's residents. He said he expects that decision to come in April.

The port has struggled to revitalize the 90-acre airfield after deciding two years ago to keep it open in hopes of recruiting more businesses. A consulting firm was hired to do the $225,000 independent review after efforts to find an airport operator fell through.

Residents and businesses have taken varying stands on Vista Field, with some wanting to keep it open and others wanting the land developed for other uses.

A number of public agencies and organizations, including the Tri-City Development Council and Tri-City Regional Chamber of Commerce, have called for the airfield's closure and redevelopment. No public agencies have said Vista Field should remain a functional airport.

    The Port of Kennewick's board of directors will take public comment on the future of Vista Field during an April 17 public hearing.

    The board agreed to have the hearing to revise the port's comprehensive scheme during its meeting this week, said Executive Director Tim Arntzen. A location and time for the meeting has not been set.

    The hearing sets up the potential for the board to decide whether to keep Vista Field as it is, augment it for continued operation or close it for redevelopment.

    The visitor bureau also is asking the port to make the decision about the airport's future instead of spending more money to put it to a public vote.

    Port of Kennewick commissioners plan to form an advisory committee to help implement the decision commissioners made last month to close Vista Field Airport.

    Commissioners said Tuesday that having public input in what will be a long process to close and redevelop the airport into a town center is a necessity.

    No date has yet been set on when Vista Field will cease being an airport. The port has applied for a comprehensive plan amendment with the city of Kennewick for the 90-acre property to have a commercial designation.

    Most Tri-City aviators have moved from supporting an enhanced Vista Field Airport to endorsing a less-expensive airport option after hearing the improvements could cost $42.6 million, Port of Kennewick commissioners heard Tuesday.

    But Michael Mehaffy, project manager with consultant Duany Plater-Zyberk & Co., said the so-called no-action alternative that follows the 2011 airport master plan is something the consultants cannot recommend.

    The firm's recently finished study outlines three options: follow the 2011 Vista Field master plan, invest in a major expansion of the airport and its facilities, or close the airport and develop it for other uses.

    Port of Kennewick taxpayers were just about evenly divided on the future of Vista Field Airport at the public hearing on the issue Thursday night.

    Some pilots and others agreed that the price tag on redeveloping the airport near the Three Rivers Convention Center is too high.

    Pilots said the small airport could be improved and made viable for less than the $42.6 million estimate in a recently released draft study.
