UPDATE 4/5: I was wrong. The 75-cent condiment charge was for the Oregon blue cheese that I'd agreed to be upsold on. I just called Higgins to check on what should have been checked previously. A regrettable error, indeed. The sirloin burger, panzanella salad and buttermilk donuts were awesome. Next time I'm in Portland, I'll apologize to the bartender with a bigger tip.
