Most of the class-size problem is in K-5 education. Put a full-time para educator into any class that is over 18 students and you have reduced the class size. You haven't had to build any new buildings. You hire para educators at a lot less cost, and it is affordable.
It also takes care of the lack of substitute teachers. When the teacher is gone, the para educator, who is familiar with the class and the routine, takes over the class. Two problems solved, and you don't have to add more tax burden to the taxpayers.
This doesn't have to be sent back to the voters to figure out. The elected officials need to do their job.
