The governor of Illinois was forced out of office and is under indictment for attempting to take money for a Senate appointment. This is considered a crime.
Sen. Arlen Specter finds out that he cannot be re-elected as a Republican in his home state. He is told that the president will campaign for him if he becomes a Democrat, assuring him of re-election to another six years in the U.S. Senate. All he has to do to get that Senate seat is to sell his votes to the Senate Democratic majority.
Looks like selling a Senate seat for cash is a crime, but buying a Senate seat with your votes is legal, as long as you give the Democrats enough votes to block any Republican filibuster.
I believe Specter has committed as much of a crime as the governor of Illinois, but unfortunately he will actually be rewarded for what he did.
