Police and fire crews responded about 4:45 p.m., and as of 9:30 p.m. divers were on standby at the bridge as the man still was threatening to jump, police spokeswoman Loretta Cool said.
Authorities shut down all lanes of the bridge, which connects Puyallup Avenue and Pacific Highway East.
