During the argument, witnesses said, one man retrieved an assault-style rifle from a white 2003 Cadillac Deville and fired once into the air. He then shot at the victim, who was struck in the leg.
The victim was taken to a local hospital and was expected to be OK. The other man fled.
He was described as a black man, about 225 to 250 pounds with either dreadlocks or corn rows worn under a hat. He was wearing a long black T-shirt with white writing and dark pants.
The Cadillac he fled in had Washington license plate number ALV3066.
Anyone who spots the car was asked to call 911.
