Depriving boaters of a saltwater launching facility in an area that is surrounded by salt water just seems like the wrong approach.
A red light at the top of the ramp would help with the deadly situation and allow the public to continue to pay for use of the ramp and be much safer. With the exception of drunks, most drivers stop for red lights, and maybe while they were stopped waiting for a red light that is not going to change to green, they could see the signs warning them of the danger.
Another possibility would be a spring-loaded gate so that a person launching a boat could manually open against a timed release catch so that even if the user forgot to close the gate, it would close itself after a short time.
