Sex offender registrations in Pierce County
The following convicted sex offenders recently have registered to live in Pierce County.
Each is categorized as a Level 3 sex offender — those considered most likely to commit similar crimes. None is wanted by law enforcement officers at this time.
All convicted sex offenders registered to live in Tacoma and Pierce County are listed on the Pierce County Sheriff’s Department’s website at piercesheriff.org.
Donald R. Morgan
Age: 34.
Description: 6-feet-2 and 210 pounds, with brown hair and blue eyes.
Where registered to live: 2100 block of 78th Street Court East, Tacoma.
Criminal history: Convicted in 2008 on two counts of second-degree rape in Pierce County for grabbing a 15-year-old girl walking to the bus stop, threatening to shoot her if she didn’t cooperate, hitting her over the head several times and sexually assaulting her. A parole violation for displaying “stalker-like” behavior toward neighborhood girls returned him to prison in 2016.
Sex offender treatment: He participated in a treatment program while incarcerated.

Travis M. Rowland
Age: 38.
Description: 6-feet-2 and 240 pounds, with brown hair and brown eyes.
Where registered to live: 8700 block of South Hosmer Street, Tacoma.
Criminal history: Convicted in 2005 of third-degree child rape in Pierce County for having a sexual relationship with a 14-year-old girl. Convicted in 1999 of second-degree rape and first-degree burglary with sexual motivation in Pierce County for sexually assaulting an 18-year-old woman.
Sex offender treatment: He participated in a treatment program while incarcerated.

Charles White
Age: 67.
Description: 5-feet-7 and 180 pounds, with brown hair and green eyes.
Where registered to live: 5000 block of South M Street, Tacoma.
Criminal history: Convicted in 1987 of second-degree statutory rape in Pierce County for sexually assaulting an 11-year-old boy. Convicted in 1989 for first-degree child molestation and second-degree attempted sodomy for sexually assaulting a 6-year-old girl he was babysitting, and a 13-year-old boy.
Sex offender treatment: He participated in a treatment program while incarcerated.

Donald I. Johnson
Age: 37.
Description: 6-feet-2 and 225 pounds, with black hair and brown eyes.
Where registered to live: Transient Pierce County.
Criminal history: Convicted in 2012 of two counts of voyeurism and first-degree criminal trespass in Pierce County for looking through the window while a 12-year-old girl took a shower and forcing his way into another apartment. Convicted in 2019 of indecent exposure with sexual motivation in Pierce County for exposing himself to a female security guard in a parking garage.
Sex offender treatment: He did not participate in a treatment program while incarcerated.
