The following convicted sex offenders have recently registered to live in Pierce County.

Each is categorized as a Level 3 sex offender — those considered most likely to commit similar crimes. None is wanted by law enforcement officers at this time.

All convicted sex offenders registered to live in Tacoma and Pierce County are listed on the Pierce County Sheriff’s Department’s website at piercesheriff.org.

Barry E. Barker

Age: 57.

Description: 5-feet-9 and 185 pounds, with brown hair and hazel eyes.

Where registered to live: Transient, Pierce County.

Criminal history: Convicted in 2003 on two counts of second-degree assault with sexual motivation in Pierce County for sexually assaulting a 5-year-old girl.

Sex offender treatment: He participated in a treatment program while incarcerated.

Bruce S. Rafford

Age: 40.

Description: 5-feet-5 and 165 pounds, with brown hair and blue eyes.

Where registered to live: 24700th block of 78th Avenue East, Graham.

Criminal history: Convicted in 1999 of first-degree child molestation in Snohomish County for molesting a 5-year-old girl after luring her into a trailer. Convicted in 1996 of first-degree child molestation in Snohomish County for molesting a 5-year-old boy he found at a playground.

Sex offender treatment: He participated in a treatment program while incarcerated.

Jody Tobin

Age: 50.

Description: 5-feet-10 and 165 pounds, with brown hair and blue eyes.

Where registered to live: 5000 block of South M Street, Tacoma.

Criminal history: Convicted in 2019 of indecent exposure with sexual motivation in Lewis County for exposing himself in front of two women.

Sex offender treatment: He did participate in a treatment program while incarcerated.
