Sex offender registrations in Pierce County
The following convicted sex offenders have recently registered to live in Pierce County.
Each is categorized as a Level 3 sex offender — meaning they are considered most likely to commit similar crimes. None is wanted by law enforcement officers at this time.
All convicted sex offenders registered to live in Tacoma and Pierce County are listed on the Pierce County Sheriff’s Department’s website at piercesheriff.org.
David Wrathall
Age: 53.
Description: 5-foot-11 and 210 pounds, with brown hair and brown eyes.
Where registered to live: 1400 block of East 31st Street, Tacoma.
Criminal history: Convicted in 1995 of second-degree kidnapping in Snohomish County for coercing an 8-year-old boy into his ice cream truck and tying him up. Convicted in 1985 of indecent liberties and attempted indecent liberties in King County for sexually assaulting a 7-year-old boy and attempting the same with a different boy.
Sex offender treatment: He participated in a treatment program while at the state’s Special Commitment Center.

Mitchel French
Age: 29.
Description: 5-foot-7 and 160 pounds, with brown hair and brown eyes.
Where registered to live: 2100 block of South L Street, Tacoma.
Criminal history: Convicted in 2012 of first-degree child molestation and two counts of second-degree child molestation in Pierce County for sexually assaulting an 8-year-old boy and two girls aged 12 and 13. Convicted in 2017 of attempted voyeurism in Pierce County for trying to record up a woman’s dress.
Sex offender treatment: He participated in a treatment program while incarcerated.

Michael Kotas
Age: 45.
Description: 6-foot-1 and 195 pounds, with brown hair and green eyes.
Where registered to live: 17200 block of 9th Avenue Northwest, Lakebay.
Criminal history: Convicted in 2005 of third-degree assault with sexual motivation in King County for sexually assaulting a woman at a group home. Convicted in 2009 of failing to register as a sex offender.
Sex offender treatment: It is unknown if he participated in a treatment program while incarcerated.
