Sex offender registrations in Tacoma
The following convicted sex offenders have recently registered to live in Pierce County.
Each is categorized as a Level 3 sex offender — those considered most likely to commit similar crimes. None is wanted by law enforcement officers at this time.
All convicted sex offenders registered to live in Tacoma and Pierce County are listed on the Pierce County Sheriff’s Department’s website at piercesheriff.org.
Floyd W. Richards
Age: 41.
Description: 5 feet 9 and 190 pounds, with brown hair and blue eyes.
Where registered to live: 3300 block of Jane Russels Way, Tacoma.
Criminal history: Convicted in 1991 in Kitsap County of first-degree rape while armed with a deadly weapon for kidnapping and sexually assaulting a woman.
Sex offender treatment: Participated in a treatment program while incarcerated.

Charles A. Goff
Age: 26.
Description: 5 feet 6 and 130 pounds, brown hair and blue eyes.
Where registered to live: 3500 block of McKinley Avenue, Tacoma.
Criminal history: Convicted in 2009 in Mason County of first-degree child molestation for duct taping a 9-year-old girl’s mouth and hands and sexually assaulting her. Convicted in 2007 of first-degree child molestation in Thurston County for sexually assaulting a 6-year-old boy he was babysitting.
Sex offender treatment: Participated in a treatment program while incarcerated.

Samuel D. Sparks
Age: 32.
Description: 6 feet 1 and 170 pounds, with black hair and brown eyes.
Where registered to live: 8700 block of South Hosmer Street, Tacoma.
Criminal history: Convicted in 1997 in Pierce County of indecent exposure for exposing himself to two 13-year-old girls. Convicted in 1999 in Yakima County of indecent exposure for masturbating in front of two female staff members at a residential facility. Convicted in 2000 in Yakima County of first-degree kidnapping with sexual motivation and indecent liberties for kidnapping and trying to rape one of the female staff members he masturbated in front of. Threatened her with the spike on a meat thermometer.
Sex offender treatment: Did not participate in a treatment program while incarcerated. Spent time at the Special Commitment Center on McNeil Island and was released in 2013.
