Authorities say a van towing a trailer flipped onto its side around 7:39 a.m., blocking all lanes for hours.
Washington State Patrol Trooper Dakota Russell reported at 9:49 a.m. that two lanes had reopened, but traffic was still backed up for about 7 miles.
No one was injured in the crash, according to Russell and a Washington State Patrol press memo.
The memo says Logan M. Amsterdam, 58, of Los Angeles, was driving a white 2004 Chevy Express van hauling a trailer when he drifted into the right shoulder, then overcorrected to the left lane, then back to the right, where he struck the highway's guardrail.
Both the van and the trailer crashed on the side, blocking all northbound lanes.
Amsterdam was cited for second-degree negligent driving.
Intoxicants were not involved in the crash, the memo states.
