911 sue countries: sue other countries

This bill should never have been passed! The only people who will benefit will be the attorney’s. The litigation will eat up any possible pay out and the countries will never pay anyhow. It is just another way to avoid having to work for some . The U.S. Taxpayer would be stuck in the event there is a pay out.
