Carbon tax: How effective will it really be?

The pertinent question about state Initiative 732 is not the percentage increase in the consumer’s electric bill. The real question is: Will a carbon tax, which will be passed straight to the consumer, cause any reduction in the amount of carbon produced?

I certainly want to see well reasoned argument for how this tax would accomplish carbon reduction before I vote for it.
