Homeless: Adjusting property tax could help

I wonder if a progressive property tax would prevent some low-income families from becoming homeless.

If taxes on property were 0 percent below a certain assessed value, increasing to above the current average rate to maintain total revenues, it should help struggling families stay in their homes

Below a certain minimal value the tax could become progressively negative, i.e. a subsidy, which would help even more.
