Hospital: Where's labor for new facility?

Re: “Cheer new psych hospital, then get to work staffing it” (TNT, 1-24).

If Western State Hospital currently has 300 staff positions unfilled, what is the new intensive care facility going to do to fill its 250 positions?

Is there another labor pool it will have access to that Western State does not? Is it going to pay higher wages with more benefits? If so, won’t that further the staffing problems at Western State?

I am still waiting for an article that will explain where these clients will go after treatment.
