Fireworks: Why have a fine if it's not enforced?

Why even have a fine in Tacoma for lighting fireworks? Walking past a home on North 21st Street near North Proctor, I witnessed a group of people lighting illegal fireworks, also visible to anyone driving on 21st, including the police car that drove past.

In my neighborhood, off 6th and Stevens, I took personal responsibility and talked with a few revelers who felt the need to celebrate by lighting illegal fireworks late into the night. You can imagine how well this was received.

The anxiety that the noise and vibrations cause my medical alert service dog interferes with her ability to perform her job. Not just one night, but for seven full days and nights.

This was one of the worst years by comparison. Perhaps it is a sign of an improved economy or that our police are tapped out responding to more serious matters. After all, what will a fine of $257 bring the city?
