Inside Tacoma’s apartment boom

Thousands of units are in development around the city, but will it help bring down sky-high rent. This series explores the factors at play.


The following are multifamily housing unit projects in Tacoma in construction or recently completed, based on a manual search through permits by city staff. They cautioned the information did not constitute an official, comprehensive list. It does not include projects in the pipeline or other planning stages, as those are subject to change.

The list includes the number of units as filed with the city and what type of multifamily property tax exemption each project is developed under (8 years are market rate, 12-year projects include affordable units), and the year any MFTE, if applicable, was approved.

▪ ROOK (also listed as Tacoma Plaza) Apartments, 1502 Fawcett Ave., 368 units — 294 market rate, 74 affordable (12-year, 2021).

▪ Merrill Gardens Senior Housing, 5 S. G St., 133 units total — 115 assisted-living units, 18 memory-care units.

Tacoma Town Center, 2139 Fawcett Ave., 144 market-rate units completed in March 2021; 393 market-rate and 98 affordable housing units at 80 percent AMI to be completed by Sept. 30, 2023.

▪ Trax, 415 E. 25th St., 115 units — 92 market rate, 23 affordable (12-year, 2021).

▪ Koz on MLK, 824 Martin Luther King Jr. Way, 156 units — 122 market rate, 31 affordable plus three live/work units. (12-year, 2020).

▪ Mercy Housing, 802 Martin Luther King Jr. Way, 60-69 units of senior housing.

▪ McKinley 20, 3715 McKinley Ave., 20 units — 16 market rate, four affordable (switched from 8-year to 12-year in 2020).

The Hailey, 1210 Tacoma Ave. S., 186 market rate (switched from 12- to 8-year in 2019).

▪ 6th Avenue 4-plex, 4501 6th Ave., four units (property reclassified from 2-family to four in 2020).

▪ Washington Building (renovation), 1019 Pacific Ave., 158 market rate (8-year, 2018).

▪ Hilltop Lofts, 1124 Martin Luther King Jr. Way, 57 units, emphasis on providing housing support for single adults experiencing homelessness. The remainder of the units will be studio apartments meant for families.

▪ Old City Hall, 625 Commerce St., 19 units — 10 market rate and nine affordable at 60 percent AMI, down from an original total of 40 that were to be split market rate and affordable.

▪ The Ellis, 1909 S. Fawcett Ave., 111 micro-housing units.

▪ Market Square Apartments, 1540-1548 Market St., 210 units.

▪ Fawcett Avenue Apartments, 2518 Fawcett Ave., eight units — six market rate, two affordable (12-year, 2020).

▪ Tacoma Lutheran Retirement Community, 1301 N. Highlands Parkway, 257 units.

▪ Proctor III, 2709 N. Adams St., 95 market-rate units, (8-year, 2019).

▪ 6ixth Avenue Townhomes, 6805 6th Ave., 36 units (8-year, 2019).

▪ Analog Apartments, 1351 Fawcett Ave., 116 units, (8-year, 2019).

▪ Jefferson Flats, 2515 Jefferson Ave., 179-180 units (8-year, 2019).

▪ The Heron (formerly Emerald Bay) 1624 E. 32nd St., 82 units — 65 market rate, 17 affordable (12-year, 2022).

▪ Pacific Ridge Condos, 8445 Pacific Ave., 80 units.

▪ 8th + Yakima Flats, 810 Yakima Ave., 17 units — 13 market rate, four affordable (12-year, 2020).

▪ 1016 Yakima Flats, 1016 Yakima Ave., 6 units — four market rate, two affordable (12-year, 2020).

▪ 42 Unit Apartment Building, 632-640 N. Trafton, 42 units (8-year, 2019).

▪ 247 Unit Apartment Building, 415 St. Helens, 247 units (8-year, 2017).

▪ Micro Apartments, 9 Clark Place, 12 units — nine market rate, three affordable (12-year, 2020).

▪ 154 Unit Apartment Building, 1942 Fawcett Ave., 154 units.

▪ North 8th Street Multi-Family, 2708 N. 8th St., 44 units, (8-year 2020).
